If it is a personal site like most are simply go with one of the 3 free major hosting companies like atspace.com (no php, mysql), awardspace (php, mysql) or the best free hosting company around.

webhostingtalk.com has a Community Liaison ldcdc is the most dishonest of the bunch. Main problem is his self promotion of whreviews of page rank 1 of "honest host reviews". Do not be fooled by his paid reviews and the fat paycheck for driving uneducated consumers to his host recommendations. His only job is the promote and most of the time diffuse reviews of his advertisers on webhostingtalk.com and whreviews.com.
Don't buy into the hype and sucked into expecting the worst customer service from paid hosting. Save your money and try the following list of free services or a combination of one of the other that might fit your needs.
